PVA will go off depending on how it has been handled in the past. I have used Coopers PVA when I can get it going as far back as the 80's and if you manage to handle it with oily hands, bait dips etc, some oils and dips etc will affect it and then leave it for a long time, it will not dissolve in water.

The same will happen with mesh etc which is why I try not to make up too many stick mixes etc during a session and unable to use them all and then find a week later, when I have used one, I can wind it in to find it still on or partially on. A friend of mine a few years ago had an odd occurrence when he used a week old stickmix, cast out, over 3 hours later he got a run and when he landed it, the stickmix was still intact attached to the rig but in the carps mouth.

So basically, if you use PVA, don't get it contaminated with anything, other than that, it will be OK to use and I still have some spools of Coopers left from the 80's and it is still Ok apart for one that got damp, the PVA has gone stiff, it still disolves but it does take a bit longer than normal.

Test one in a bucket of water if you're concerned.
Personally I've never had any problems with very old PVA.
