I just tried it and it worked for me.
2 random items, 1 sale item and 1 non sale item. Worked on both. 
Maybe some restrictions on certain items?

I just added something to my basket, then tried the Promo Code , no joy either.
Sometimes the offer can be specific to items...I picked something random...the email from 3rd says "Site wide"

hi havent got a link for aliexpress but the run clips that either use a peg or pva strip are £1,63 for 5 made by hirist and the hybrid leadclip with quicklink are £1.99 at the moment from dongbory store.also nice looking line clips to fit on the rod are £1.94 for 2!
remember to add 20%to these prices

have bought some 40lb version 60mm diameter
will yet you know when they arrive and i test them
bought the hybrid leadclips on aliexpress and caught carp to 50lb on them,decent strength
fox running pva strip lead arrangement was good also £2 for 6 for both types
