+1, I'd split the answer into modern v old strain, god only knows what the biggest modern is now.
Old strain wise theTatton was rumoured not to be the biggest, that resided (possibly still does) in a very big water with very strict limited numbers (think single figures) and day only.
There is another water where if still in, and not added to, there were 40's back in the early 0's. It wasn't a syndi as such, rather acquaintance based fishing, might have changed now (not Knutsford Mere)
Rossthern Mere, possibly had some of the biggest Pike and Carp going but a fish kill due to Cormorant faeces might have wiped them out. If some survived, even as fry, they must be a proper old strain. Unfortunately it's been a site of SSSI for years and was gifted to Manchester University. Apparently the roosting Cormorants were more important than the age old fish in there...go figure

I'm sure theres a few big artificially grown on bigguns in some of Rob hales waters Shropshire way. Dont no whether that's classed as the North West. Again as mentioned records seem to be irreverent these days. There's so many same old same old big fish around they all blur into one.

Not helpful at all, but I would imagine since the death of Carp Talk/printed media, all county records are pretty much unknown now. There really isn't any prestige in records anymore, lakes don't need to promote, they already have waiting lists. No matter what people think the record is, there's always a no publicity lake with something bigger.
Maybe I'm wrong, but I hope I'm not.
