Yes I think you can get round the boilie rule by making your own basemix and chopping up into 'luncheon meat' cubes / odd shapes / pepperami type sausages / chops etc. . . .

The only time I made floater cake was when Rod brought out seafood blend, I fished it as a pop up and it was a big piece about a 1" cube. I caught a 6lb Eel, bloody scared the crap out of me in the pitch dark. Never used it again.

When the rules state pop ups are banned you'd need them to define pop ups, as any buoyant bait might be regarded as a pop up. Clubs can be 'odd', ask vinnie Cole on here.

Fish particles, use long hook links and light leads. That’ll combat the silt easily. As mentioned pepperami is a great bait, especially dipped in marmite. Use a small Pva mesh bag of breadcrumb with a little sliver of foam in it to protect the hookpoint. It will sink slowly and sit above the silt.

To get you bait to settle on top of all the crap, use something light such a a grain of maize, and use a little PVA stick with a couple of pva nuggets in aswell as a few more bits of maize. It will settle on top of everything and present nicely. The other thing you could try is soaking some floating mixers in something, and fish them on a pop up rig. They will stay on for a couple of hours at a time ,maybe a little more . Floating pellets would work too, again they most likely won't stay on for long

Back in the day, I used to make cake out of boilie mix. Just simply put your boilie mix paste (with eggs added) onto a baking tray and lob it in the oven until cooked. Used to use it for floater fishing, just diced it up and put it on a hair. You could use this as a pop up - strictly speaking, it's not a boilie, it's just some raw ingredients mixed with eggs and baked.
You may have to play around with the consistency, the paste may need to be more sloppy than your standard boilie mix. To be honest, I can't exactly remember it was that long ago.
Alternatively, have a look through Ken's blogs on the Haith's website. There must be something on there that complies with the rules.

Float fish, perfect if it’s shallow too. Such an underused tactic that can get you a lot of extra bites. If not you could cork out tigers and fish them on a choddy, or get the esp double plastic corns, use a hot 6mm drill bit to bore them out and plug with 6mm foam and fish on hinges/ spinners over corn/pellets. Lots of options.

Sorry, I never mentioned, also banned, any nuts including Tigers and any fake/imitation baits so that's plastic corn, foam and anything like that out. I have considered a cork disk superglued to a large (14/16mm etc) pellet to simulate a Pop Up but, having read that cork can't be digested by Carp (even though it's a natural product) I'm assuming it would be banned also and may even be downright dangerous to them.

I had a few fish years ago coring out a piece of pepperami and using a cork insert. You can do the same with large tigers etc. If I fish corn I'll often use a couple of pieces on the hair with a buoyant artificial piece tipping it off. Lots of options with artificial baits.
Almost any paste can be wrapped around a cork ball, just keep an eye on breakdown times.

No mention of foam being banned so what about
Foam or cork nugget and a bunch of maggots on the top of it on whatever pop up rig you want to use.
Or a low zig
Or a Bit of old school
Could Even use a coloured and flavoured chum mixer popped up straight of the hook length
Just recast regularly..

I've recently joined a small private club in Cheshire where; unfortunately, boilies and Pop Ups are banned. This is not a deep venue and suffers with fairly deep silt and a lot of chod from overhanging trees etc. hinge and chod rigs with Pop Ups are therefore out of my armoury. Can anyone give me any ideas for "Popped Up" baits apart from bomb and it bread to to get away from the problem conditions?
