I went to Solar many years ago and they were using a cement mixer to mix dry ingredients before they sent it elsewhere to be rolled and boiled.
So for mixing dry ingredients yes but not when it comes to adding eggs no.
I'm no expert so stand to be corrected

You wanna industrial catering mixer for knocking it up with eggs before rolling. Plenty on ebay new or secondhand.
Edited to add: if it's just mixing dry ingredients, then yeah, a cement mixer would do it on a large scale, though you could well do it with an industrial catering mixer too.

Yes it will be fine
I had an old used mixer, so got a plastic dustbin with a lid, screwed some paddles inside it and put it in the mixer. It fitted tightly in the mouth of the mixer, worked perfectly.
Then you need a Dough mixer and a rolling machine to go with it

Cement mixers are fine for the dry mix but only when doing hundreds of kg a week (and you will need to make a cover to stop finer stuff puffing out). For normal use a larger plastic sack is fine. Add your dry ingredients, twist and cable tie the top and shake/roll around until all mixed.
For adding in the wet mix you can get a dough mixer but really a bit overkill (and expensive) for home use. I have made thousands of kg over the years (used to sell rolled baits) using a plaster mixer in a gorilla bucket . Quick, easy and very cost effective

For mixing dry ingredients get a water drum that campers use that has a long handle.
Fill it up and walk round the streets with it for 10 minutes. Job done.

Yeah Solar used to use cement mixers to mix up the dry base mix ingredients. They would do 45kgs at a time, so unless doing a lot it would probably be a bit of an overkill.

Good thing at Solar until they stopped it was if you bought 10Kg it would be 10Kg of dry mix so when they sent it away (Kent Particles if memory serves correct) to be finished it would come back more like 14Kg(that's a guess)
