In my experience the calf/lamb milk replacers are much more attractive to fish than skimmed milk powder. (on their own)
Why I don't know but many contains stuff like hydrolysed wheat and the flavours added may play a part.

How do you make a high fat bait exude attraction in cold water? I'm talking about boiled baits not paste baits.

Fats in baits will never exude attraction. Their polarity in water or verses water will not allow this & only allow a vertical column to emit. The use of lecithin does not make fats water soluble merely making the globules smaller. yet the issues still remain even in warm water. I would argue however, as to the inherent attraction and the distance of attraction emitting from standard bird foods in water also?

Trust me when i say that carp will and do eat fish meals, calf milks and high fat milks in the depths of winter. There are several reasons they are not advocated or used by bait companies and these are both price and shelf life orientated. Who wants to put an all singing and dancing ball of costly milk protein out there which does not keep very well when you can put a ball of birdfood and semolina out there for the same price?

However, back to your question. Water temperatures very rarely match those of the winters we used to have. Eggs themselves are full of fat but also have fantastic emulsification capabilities too. Pre soaking in warm water will open up ANY boilie regardless of its make up. There is always a way. Also hydrolysing milks will work brilliantly. Just add this as a soak also with some hot water overnight. It just takes a little thought.

It's not as much as it working but more about you putting it in an area that will work. Soaking baits in water mixed with condensed milk will be absolute fine and hot water can speed up the release of attractors thus helping.

Probably can add it but depends on the other ingredients and the quantity of each you use

Let us also not forget to include the pulling power of certain inverted sugars especially when heated up.......

Golden syrup
Sweet Corn syrup and a couple of others are great attractors and also make a great base coat for when coating & pimping Hook baits. A nice sticky coating that practically everything adheres to making powdered layering very effective

Nothing whatsoever to do with Lamlac , just an aside after thought. Apologies..
