I was mooching around my local grocers this weekend and found a lovely base mix base, Chapatti flour. Mega expensive, on 'to clear' at 45pence for 1.5kg, but around £2 normally.
I made up 2 batches of bait with it using liquidised mackeral, herring and saury (blueys) and liquidised liver. I did make them for river barbel and chub when the season reopens but they should work for carp as well.
As a base mix I think it will mix well with liver powder, semolina and a fishmeal or other meat meal when mixed with eggs.

How much liquidised fish did you add to how many eggs.
Chapati flour is quite doughy so will hold together quite well, it may be a bit rubbery (gluten) but if you get enough natural fish into it the there is no reason the fish won't love it.

Absolutely no eggs in with the liquidised fish or liver.
I liquidised my leftover deadbaits basically, and mixed it in with chapatti flour until stiff enough to roll on rolling table.
Boiled for 1 ½ minutes then dried for 2 hours and into the freezer.

I have liquidised and used some yukky stuff...
Liver (the "sinews" killed the liquidiser), sprats, mackerel guts (went sea fishing), trout guts and roe (any method trout fishing years ago) and anything else I can get hold of...
I halved the eggs and added some of the yuk. Always caught well on it but the kitchen looked like Hannibal Lecter had been to visit.

It depends on the brand. Yes it can just be finely ground whole wheat flour, but some brands mix others in too.

Google has that as just wheat flour for the normal version Nick, but there is a 'Multi Grain' version which I guess is what you've got?
