The one question that you could give an answer to is average air pressure, but it depends on variables such as height above sea level and time of year. 1013 is about right.

In over fifty years of fishing for carp, I find that I catch the most, 14 days either side of a New Moon and with a Full Moon, pointless going fishing 14 days either side of it.

always used to keep very detailed notes about his captures and when he slowed down his fishing trips he went thru his notes and noticed a bit of a pattern almost all of his biggest fish were on a New moon !
he was so certain of this he then marked all the new moons on his calendar and towards the end of his fishing trips restricted his trips to only going fishing on these dates
(I actually do this too)

The general rule of thumb as I understand it is:
Winds - West and South are warmer winds. North and easter are cold winds.
Fish are generally on the front of warm winds and on the back of cold winds.
Pressures - Low pressure 980 - High pressure 1030.
High pressure fish are in the upper layers. Low pressure on the bottom.
I don't personally get involved with moon phases. If I had to plan my fishing around the moon phases I would never get on the bank !
