Walk to swim in walking boots. Set-up, then remove walking boots and socks. Make sure feet are dry. Put on Smartwool heavy crew socks and Baffin Titan boots. These are big, heavy, designed for ice fishing, not cheap but really effective. The outer of the liners is damp after wearing, the inner bone dry. They feel like a cuddle for your feet, really comfortable, but they are cumbersome to walk any distance in (not an issue as we're mostly static.) Take the liners out between trips to dry off. Forget cold feet with that pairing.

I use a pair of the warmest Muckboots, very warm and pretty decent to walk in, infinetly better than Boom 80's. A friend swears by his neoprene lined Aigles, I suspect they won't be quite as warm as my Muckboots but will be better for walking long distances.

Neoprene wellies for me too.
I find the best are Agile. I get 3 years out of a pair and I wear them a great deal.
They are expensive so I scour sales looking for cheap pairs. The current ones I found in Decathlon.

If being waterproof is the top priority then the ony reliable, long term and maintance free material is rubber outer material imo. Then its a matter of whether you want insulation or not .... For me though, you need 2 sets of boots. One for when static and another when roaming the river. No boot will do both well in my experience. Baffins, Muck Boots or Grubs is where my money would go

Go one size up and if you don't have ballet dancers feet look for the W option.
New ones show up on ebay occasionally.
What size are you normally.
