Yes, mix a tin in and it gives you a nice cloudy mix, even full fat milk is good in a spod mix.

Definitely! Another tip for a cloudy mix is to liquidise some cooked hemp with the milk, used it many times over the years to great success.

I'm sure its something to do with oxygen levels with milk, I read something years ago but it turned out you'd need to be using it by the tanker load to make any difference to the water, so no need to panic over a tin or 2 of carnation....

Milk isn't an 'aquatic toxin'. It has a high BOD so it can cause problems to aquatic fauna in certain conditions when in much higher quantities than 250ml...

Liquidised cooked tigers will produce tiger nut milk

Milk/ Whey permeates have a very high Chemical Oxygen Demand (COD different to BOD) due to the lactose and will strip the dissolved oxygen within a water course or water body quickly, obviously in a small amount in a baiting situation the dilution factor would come into play and render it non harmful!
I've attended big pollutions in the past which have devastated small water ways, when all the invertebrates are killed it really does have a long lasting impact.

You will get the same cloud effect from coconut milk (which is a FAR better and less toxic ingredient than evaporated dairy milk)
Why you want clouds is beyond me though, they will only hang about for a few minutes (or until you run out of your revoltling mucky, noisy spod mix)
Meat baits are toxic as well by the way. Luncheon meat is the most disgusting overrated rubbish in the history of carp fishing.
