Is it to early to start baiting up swims , fishing low stock gravel pits .

Sure now's the time especially with it starting to warm up now just start trickling it in until you know they are clearing all the bait.

How do you tell if bait is being cleared. By how the lead fills along the bottom ?

That is a way

Depends on the bottom you have baited. If it's clean gravel it's not going to give you much in the way of feel with a lead on the spot. But it should get wider as the fish have been polishing it off. If it's weedy or silty you should start to feel a firmer drop. But the only way to see if bait has gone off a spot from the bank would be a fish spy type gadget but I haven't used one.

Been putting a bucket or so of hemp, boiles etc in for the past 5 weeks, not doing me any harm 😏😏😏
