The regs don't allow them to do that.
Masi isn't sacked, just moved over to a Safety role of some kind, but the intention is crystal clear. I'm actually surprised it's happened as it's an admission of guilt from FIA.

The public outrage dictated the need for a reaction by the FIA.
The easiest reaction was to pin the tail to Massi, and when you look at it, the outcome of the final races sits squarley at his door step.
The section of the way in which rules are applied seem to have been skipped over, the biggest gripe from the drivers was the inconsistency given in wheel to wheel racing rules and how they were applied. with many thinking Verstappen was regularly over stepping the mark when defending position.
I suspect with the car upgrade's do lead to the desired outcome of closer wheel to wheel racing, he will have his wings clipped or end up with a few DNF's

Masi ****ed up- royally. He was awful all season long, making many dubious decisions. Occam's razor suggests his screw up in the last race is why he was moved aside and I guess they couldn't just fire him and risk the fall out from that, which could be really embarrassing for the FIA. Would help if they published the report on the events in full.
Regarding Verstappen's world title:- what happened wasn't his fault and it's too late to rewind the clock. Did he deserve the title? As a Lewis fan I'd say yes, they both did. The problem is that last race was a winner take all event and Max didn't win that final race on merit but took the title due to Masi and will always have an asterisk against it for that reason.
