) it's just how some fisheries are doing it, giving anglers bailiff status for 24 hours or so, they can fish and keep an eye on things

I see, we are talking about different things.
I am talking about giving those that protect their waters the right to at least make it enjoyable.

The only argument I can see that makes sense is that many more people have drowned or died silently from a heart attack or similar while night fishing than have keeled over doing regular patrols of woodland. You meet a fair number of anglers who aren't what you'd describe as healthy, it's hardly a cardiovascular work out.
But it's a bit like asking if a tree fell in the woods does it make a sound, had the information been kept between owner and angler/‘bailiff', who'd know?

apologies - didn't mean to insult
i guess it just doesn't feel 'right' - whatever that means - that people are finding loopholes in a system that's there to keep us all safer. it seems more like an 'i'm alright jack' approach than 'we're in this together'
who knows - if your temporary status as bailiff goes well they might offer you the job full time!

.....so how do you keep an eye on things when you are tucked up in a bivvy fast asleep for half the night......if the reason they are allowed to be there is to protect and police the water then thats what they should be doing...!!!

The term used is 'a security presence'. Purely being at the lakes, cars parked in clear view in the normal carparks seems to be working all around the country. The idea is that there isn't any confrontation.
I'd happily stay at my place without having the rods out, but I can assure you I wouldn't be getting two members volunteering most nights if they couldn't fish. The local police seem perfectly happy with my approach.

maybe there's a gap in the market for lifesize cardboard cut outs of carp anglers - like the policemen in the petrol stations...

A club I'm a member of does have a couple of mannequins at the lake in clear view of the road.
Anything that keeps the thieving, vandalising scum away is worth a try.
