Sanded my waverunner with 240 grit , primer with plastikote painted ,and then sprayed with a couple of coats of clearcoat
Have you tried scraping it? A sharp Stanley blade at 90degrees pulled carefully towards you should get most of it.
I think most solvents that'll soften cured paint are going to cause problems with either the plastic or the seals

Halfords do an adhesion promoter which is presumably what you mean.

Looks like it could now be combined with a primer , many years ago when we used to colour code bumpers it was a clear liquid very similar to thinners that we used. I have seen it in a aresol at my local car parts place

I wouldn't be at all surprised if there is a combined version now.
Halfords have what appears to be the straight adhesive promoter, a plastic primer and top coat, so perhaps if Nigel is getting it from them it might be worth him enquiring.
