What's the best way to tidy up some chipped black reel seat collars?

Carbon effect vinyl, you can get off cut sheets on eBay for roughly £5 make sure the collar is clean I usually do it in front of a fan heater to make sure it sticks then trim the excess of with a sharp blade ,I usually do this after the black/gun smoke paint has polished through
