Is there a reason why snag bars don't have a soft surface?

Some, like the Fox ones, do. I guess it's just easier to damage and possibly not as resilient to days of UV exposure?

You could put electrical shrink tube on which would be a be softer than bare metal

You dont need anything on them. Ive used jag and solar stainless snag ears for over 20 years and never once have they scratched or marked my rods.
