Been out of the game awhile and Im not sure what the actual meaning or concept of the terms "Budget Rods" and "Budget Reels" means . Also the term "Carp Tax" is new to me .

Budget rods and reels is what it says. A rod and reel to suit your budget. Generally on the cheaper side.
