You can buy the wheel suspension uprights for your barrow separately couple of the blokes that work for carp Porter sell them on eBay

Yeah I got some from eBay ages ago, partly because I was sick of the wheel rubbing a hole in the bag! It sits a bit higher with the suspension legs and doesn't rub anymore.
