Anyone know if anyone holds the rights for here near the lock and quay pub??

Pretty sure nobody has it until you reach the Top Locks at Wheelton, then Withnell have it up to Feniscowles.
I'd be amazed if you could catch anything thou, as it's been rife with Otters right up to Blackburn for many years

There's a list on the Canals & River Trust website which shows stretches of canal that are not allocated to any club, see url below. For these stretches, you need to buy a Waterways Wanderers Permit for £23. So if it's not on this list, it means a club has the rights to it.

Cheers guys took a walk along it last night saw an otter and other evidence of them so doesn't surprise me

I took the Dog a walk along the stretch from Feniscowles towards Chorley yesterday afternoon, absolutely thousands of small Roach & Perch but did not see anything larger at all.
It a real shame as up to 2010 when the dreaded vermin turned up there was Carp, Pike, Bream and even the odd Tench the full length, it was brilliant wandering the length from first light on a summers morning with as minimal tackle as possible.
But it's not as if they can bolt into deep water or head into snags to escape being massacred

Have since spoken to some of the locals and they said same as you been heavily ottered which is a shame as looks a lovely stretch from the lock and quay pub
