When waters are bombarded with maggots over a given period they tend to respond poorly to almost any other bait. This in turn leads to numbers of anglers piling them in. Maggots in huge qtys are not a good thing. They're not that good for the carp and they're not that good for water quality. In fact it's possible for quite severe water quality issues to occur as a result.

I think the answer is carp anglers. People have successes on waters using maggots and very soon the bait bandits will be there. Buckets and buckets of maggots, ridiculous amounts of bait, same with particles and boilies. When it works initially, and it will, more and more people will get on the band wagon until the fish and the lake struggle to cope, it kills the fishing for long periods and so some idiots put more in. Fishing, fish health and environmental health all downhill from there.

Hi
I agree with all of the previous posts
I was told by a fishery owner that the main reason he banned maggots was that the volume anglers were putting in was causing a such a spike in ammonia levels that it was putting his whole stock at risk
Best

Happened at Linear just a couple of years ago I think. They closed it for weeks (must have cost them a fortune) and reopened with a ban on mass baiting with wrigglers.
