They're both natural materials so natural variation will play a big role. any decision between the two would be decided by the other properties for me
Balsa has a specific gravity of .16, I can't seem to find a sg for Cork, possibly because it will be more variable depending on how its processed

.240 solid, .160 ground but I've also seen figure as high as .4 (which surprised me) so it looks like balsa is more buoyant.
