Not sure how important pack down length is to you, but if you can, have a look at the tfg compact commercials already mentioned, they are definitely worth considering and I'm sure you would be surprised how good they are.
10 ft 2.5 lb but they have a very soft through action. Even a small carp will put a decent bend in them and they seem to perform like a lighter rod until you need more power.
All my “proper” lakes have trees surrounding them and most swims have restricted access so for me
10ft rods are ideal. There are different situations and opinions obviously but certainly my 12 ft rods would limit my choice of swim.

I meant overhanging as in obscuring the casting potential of a normal, proper 12ft rod

I have had a pair of Century S1 for over ten years and love them.
I use them in tight swims or if I fish the river on a footpath.
I use them with my SS3000's so can cast 80/90 yards if I want but usually only margin fishing , they bend all the way through have enough back bone to stop what I catch.
Realy realy like them.

Update on the solid pva bag capabilities of the tfg 10ft 2.5lb compact carp...
I fished a new water last night and blanked, but decided to whang out a couple of solid bags as it was 10ft deep.
I had the marker out at about 65-70 yards and i easily launched a 4" × 2" bag that was tightly packed and neatly folded.
2.5oz lead, 15lb line and shimano xte reel.
