As I said - winter campaign, I get it - no one wants to sit in the dark from 4pm till dawn the next day . . .rest of the season, a bivvy light is not really necessary . . .IMO

A mallet .. only used once
And a set of compact bite alarms , small defect , no on/off switch
And a motion sensor lcd light that clips on the door 55000 lumens

It has everything to do with being Carpy to a % out there. Yes it is everything to do with etiquette something that is lost on some of the newer anglers.
Personally I couldn't give a monkey's about head torch use etc because I know from experience that lights at night have next to no impact on the fish (unless you are fishing under your feet)
As for light use in a bivvy again I couldn't give a ****, no matter how close it will have no impact on my angling. TBH i dont ever come across any of this because I'm on a syndicate with like minded members (excellent etiquette) and the water is of a size where you would need a couple of full beam headlamps to hit any other bank. It's no doubt a big problem on day tickets due to the quality of angler they attract hence the use of the word etiquette (I thank the Lord I never have to fish those places)
Ref your final point about not needing a bivvy light, thank your lucky stars you still have 100% eyesight and dont need said light, some aren't so lucky.

Well....After all that turns out the old ridgemonkey wasn't lost, just rolled up in the bivvy and would you believe it? I needed it badly as i'd forgot my head torch and caught a fish about 10.30pm.
