I will tell you what changed about 1990, less 'educated', or those with difficulties in learning, started to be tested to find out their differences, about why they learn differently or at slower rates.
Autism started to show up in testing, how the brain works for different people, different abilities.

Back in the day people didn't need to display a badge, they just got on with life, nower days they want sympathy and a free parking space.

Very few people indeed know anything about Autism and fewer still have the ability or motivation to try and understand it. That includes 99.99% of head teachers who are extremely busy doing other things. Trained specialist provision is very thin on the ground and quality resources are almost non existent.

Blue Badges are only given to those who really need them ,and you have to be assessed by a professional before you get one, and please, before jumping in with both feet, bear in mind not all disabilities are visual.
Please explain how my wife who has a blue badge, could go about with anything like the quality of life she should have without it.?
Try suffering with multi tier degeneration of the spine and neck that can only get worse, never better , twenty four hour pain, and having to pop the strongest pills just to get out of bed in the mornings, let along have a normal life that you obviously take for granted.
She is now in recovery from a stroke and bleed to the brain, a Blue Badge is a life line.
Your sympathy is the last thing she would ever want from someone like you.

Even prior to 'the 1990's' - the previous posters lack of knowledge showing through again - the same kind of thing was apparent in schools in relation to dyslexia. I recall a very good mate of mine who was deemed 'less intelligent' due to this. He was tested later in life and it all made sense.

This is part of the problem with education, for both those within the autistic spectrum, parents and teachers.
It is only from 1990 onwards that children (originally just children) started being tested for learning differences or disabilities.
You had obvious visible differences, like Downs syndrome, who sometimes were unable to express themselves like 'normal people', yet Autism was not known.
People with Autism or dyslexia were 'simple minded' or other equally upsetting terms.
It is really only now that adults are being tested and many are finding that they are within the spectrums of these.
I say differences intentionally, I hate the term disabled, as many within the spectrum are not disabled, not stupid, they just express themselves in a different manner, learn differently, sometimes faster or easier, sometimes they struggle.
Within the Autistic spectrum, Aspberger's in my case, I get (or got until Coronavirus and Lockdown 1) extra counselling to help curb some of my OCD's or 'tics', I don't classify myself as disabled, I'm different.
