The butt's are stiffer at the base.
You would only be cutting off the stiffer part, so it can't get any stiffer!

Butt not with that (geddit, very droll) because you'd be moving the pivot point (the reel seat) further up the rod and possibly altering the spacing or changing the number of guides...jeffire would know for sure.

TBH though I'd like to see/feel the effect of chopping 3' of a 12' 2.5lb Acurix, it'd probably bend from reel hand to elbow, wouldn't go at all well with those metal Alps fittings

So less of the rod is dyiff and more pf the tod is flexible. And raising the handle nearer the tip and further from the fulcrum. Think fly rod.

Last nights experiment, 2 rods, 9&12', totally different test curves and 2 cans of Mandarins, I was sure they felt very similar in battle curve...I need to repeat that one, I felt very smug last night

If you cut 3ft off a 12ft rod (the butt end, just for Vossy) it would "feel" softer, yes, just because you've moved the fulcrum (pivot point), so easier to bend, but the action is still the same so the rod hasn't become softer.
