Were you there when it was netted? Did you see just silvers being removed? When was it otter fenced? Any chance of otters before it was fenced? Has it been poached? Are you still seeing the fish e.g. when spawning or on the top?
When were the fish stocked? Was it easy because they were freshly stocked/younger fish?
They MAY just be getting wised up. But it doesn't sound like it's really pressurised.
Have you tried particles?
Lots of questions, no easy answers that I can think of, sorry!

It's easy to stick to what had worked in the past. I've done this myself, especially as my time is short and I arrive shortly before dark or what it's already dark. It's hard to break out of what you know has worked in the past but things change and you need to adapt. Maybe try something different, fish some different swims, spend some time looking instead of fishing, you might see something that sparks an idea or two. Chopping and changing rigs and bait probably isn't the right approach, more changing how you approach your fishing in general.
