2015 article? 2008 figures? Comparing UK figures to China? (It's unclear as to whether it means Chinese students in the UK or not - if it does, then it's comparing two massively different groups in terms of size and economic background )
Even in that, look at the commentary on percentages in self titled 'top universities' - called highly selective in the article (the Russell group is one of the biggest self serving institutions there is.)
Truss has basically said that the highest academic achievers will get guarantees to apply to oxbridge. Sounds great until you look at the detail of opportunity and biased funding for private schools vs state schools.
Also wants to bring back grammar schools to start the wealth based elitist thinning out process early.
Reinforce the idea that oxbridge is 'the best' - tick
Make it look like it's a level playing field when it's not - tick
Plan ahead to create the next generation of entitled, nepotism for the future of the tories - tick
