I expect they forgot the guidance of "do not put yourself in danger on purpose as you will damage the moving vehicle and could have life changing injuries".

It's okay for people to take the moral high ground of the car/van/lorry did this or that wrong but it'll all be in vain when their being fed by tubes to keep them alive in hospital and stressing out their families.
