I use Seeland neoprene lined wellies for beating, shooting and fishing. I'm well impressed and they should be just about in your budget.

i just use a pair of muck boots, they are easy to get on and comfy to walk in but i wouldn't call them warm, they are ok for spring, summer and autumn though
