I would look for a second hand set of delkims. Just don't think they can be beaten for reliability and support

You can probably pick up a new set of 3+1 JRC Radars for that, all the features you need including a drop back tone, Delks are ok ,apparently if you know how to set them up correctly.

With a budget of £120 he would be able to get one alarm or one receiver at present prices.

Total Fishing are doing 3+1 for £140 can't believe some of the prices being advertised for these

ATTS second hand, personally wouldn't go for delks again after reliability issues in heavy rain.

Regardless of budget, I would still go for Gardner Atts + receiver. Solid little alarms. Silent too. Great value for money.

Delks OK if you know how to set them up? You are kidding? I think even a 6 year old could use them.
Prices for used TXI's? I recently sold 4 and a receiver for £360. I was struggling to get much more and mine were all less than 2 years old. Could have got more on eBay, but didn't want to incur fees. Many you see for sale on eBay could be ancient BTW, so be careful and watch out for people claiming they've hardly used them or bought as a spare... all BS. Makes me cringe when I see that and you can clearly see mud and dirt on the delks in their pictures! I would recommend asking for receipts so you know how old they are. Also, people are selling delks with faults! Unreal...
Delks with issues in heavy rain? NEVER happened to me. Owned every single model from the original optonic conversions, right up to eight TXI's and ZERO issues with any, ever. People seem very quick to bring up these issues, but why is it I've never met anyone who's had them. Funny that...
So.... I now have the new ones, awesome, end of! Build quality MUCH improved, look less like something made in a garage and packed with new features that have been very well thought out. Just the dogs nuts. I know they're decent money, but these will last years and you pay for what you get. I wouldn't waste my money on the cheaper alarms. False economy in the long run.

I have the nash s5r and find them excellent, well tested in all weathers.
I have bought some new fox microns for day fishing and they seem nice, but not yet tested.
The new micron + look a nice option.
