I'm not sure on the legality of fishing during lockdown. ( putting moral and sensible actions to one side). But I think you'd struggle to convince the police that your travelling was essential travel....
I work in construction as a contracts manager and have been provided with a letter from the government to produce should I be stopped and questioned by the police for reasons on travel, you also need a CSCS card( which you would have already) and some proof on the site you are visiting and why....
I haven't done a site visit for over 2 weeks as most site managers understand it's not sensible nor essential to go to site just to check on how things are progressing as you can do this over the phone / via email.

It's not “legal” to fish during the lockdown
There are only 4 reasons you are allowed to leave your house during this lockdown

For 99% of anglers we are not allowed to go fishing as it's not a reason to leave the house. But as a bailiff you could argue that you are doing your job and should be able to prove you are a bailiff and are looking after the waters

I visit my lake almost every day to carry out a perimeter fence check (otter fence) and to carry out general maintenance tasks, it counts as one of my places of work. I do carry my cefas paperwork with me at all times.
I haven't once wet a line but if I decide to stay the night to maintain a visible presence I'll have the rods out for sure.
The waters that have bailiffs acting as security and fishing are giving them letters to show the police should they be questioned about their activities. The opinion within the fishery management community seems to believe, in the main, that is considered as acceptable.

I have to do just the same – check all the Over-flows/in Flows, Check Fences and feed Stock Ponds. I have a letter printed off from the Angling trust, basically saying this essential work must be carried out numerous times a week.
Must admit thou it's bloody annoying looking at a couple of lakes just waking up, and looking utterly stunning, and then just driving away

As a bailiff on my syndicate Andy, is it just a case of a having a letter from the fishery manager?
I went down today and was wondering all the time driving there what would I say if I got pulled by the police?

Hi mate. There is something a bit more official being worked on at the moment, but for now a letter or screen shot seems to be the way to go.
I've also screen shot the letter (available online) as an extra precaution.
The Chelmsford police car headquarters is very close to my place and there are cars about all the time, but they don't ever seem interested in stopping for a chat. More important things to attend to I'd guess.

I think I'm privvy to that going by the message I've just received from the fishery manager.
We are discussing this atm. An opportunity for the bailiffs to fish but we are struggling to justifying us being at the lakes fishing without giving the members the same opportunity.

We've decided to keep it no fishing for the time being.
You may remember on the syndicate we fished where the bailiffs used to fish the off season? That never sat well with the members when I was on there.
