Times have changed since the 60's and 70's when we strapped our rods to the "Cross Bar", now more commonly referred to as the "Top Tube". In those days rods were made from fibre glass and tough as old boots, you could just wrap a bungee round them in cloth rod bags and the landing net which is all I did, just one bungee wrapped around the rods from the back to front of the bike. Or just tie a rod holdhall to the "Crossbar" with everything in.

But now with carbon fibre and thinner blanks and rod tips, I would be inclined to give them a bit more protection and stick them in a rod tube, but, with 40mm and 50mm butt eye's, that could make it a bulky option, but one rod should be OK. But, if you did put your rod in a rod tube, you would also need to keep it in a rod bag otherwise with all the vibrating about, it would not be long before the rod ends up very scuffed. But, with the landing net pole strapped to the rod it would make it a bit more protected, but still possible to crush the blank with an overtight bungee.
