Layers is without doubt the answer .. which should ( in my opinion) include salopettes or bib n brace.
I have had 1 piece uderwear/mid/outer layers but find on long winter sessions the flexibility of 2 piece under/mid/outer can help you be more comfortable.
a good pair of salopettes will enable you to get a flexible Jacket which can itself include various layers. I use a Remmington hunting jacket which has a zip out lining.

For me yes. I warn thin 200gsm.merino top and bottom
The inside of this bib n brace is sort of plastic
So would be cold.and clammy against the skin

Pentagon HCP Parker and the HCP trousers - better than anything you can buy with a fishing branded label attached to it. Very warm, totally waterproof, super comfortable and rated to -20 C! I do a lot of winter pike fishing on the fens - no shelter, no seat and also out in the boat on the rivers, with again, no shelter from the elements... that's proper winter fishing, as opposed to sitting in a bivvy sipping tea... I have been out in freezing winds, rain, hail, sleet and snow. Not once did I get cold or wet. Just brilliant kit.
