I don't disagree that those things can result in carp pox. I think if it's extensive across the stock there is wider management needed though. You don't really see it that widespread normally. Sounds like they could do with reducing the stock down and focus on restoring the lakes ecosystem a bit. Well done for highlighting it anyhow.

Apparently Carp Pox is inherited not caught, so if all the stock came from the same source its quite possible a vast majority were brother and sister. My pond all fish were from different sources and only a couple the bigger ones have it and they have bred in pond and their spawn have it. But other big ones are free from it as well as some of the smaller ones. Its quite obvious being Koi who has come from who!
And on queue they have started the Marvin Gaye music "lets get it on"

It'll soon be gone, if it hasn't already, fished loads of fairly low stock, gin clear seemingly healthy waters, and come early spring, the stock appear in the shallows, with a % showing a carp pox overcoat, mainly around the top of head and the odd patch elsewhere.
