How fast is the flow of the river? No point putting a load of light bait in if it’s going to end up 50 yards from where you want it.

If you are after a cheap ground bait mix, as has already been said, can't go wrong with Vitalin.
If not, standard bulk fine breadcrumbs would be my next best choice

Like said Maize is cheap and very versatile as is parti-blend type mixes & Vitalin, a lot of effective bait for not much money.

If you didn’t know, Baileys is a horse feed. No. 1 is pre cooked micronised wheat. Some of their range, 17, 15 etc contain molasses and yeast and other goodies. Here’s the composition of their no. 17 from their website :

Micronised Wheat, Alfalfa Meal, Micronised Barley, Distillers’ Grains, Molasses, Wheatfeed, Micronised Maize, Micronised Soya Beans, Micronised Peas, Soya Oil, Dicalcium Phosphate, Cooked Linseed, Soya Hulls, Vitamins and Minerals, Calcium Carbonate, Sodium Chloride, Calcined Magnesite, ScFOS (Digest Plus prebiotic), Yea-Sacc ® yeast culture

Perhaps the lad was using something like it?

once seen a lad with all the big carp at his feet going absolutely nuts on a hardish water, ripping it up big time, and i said how the f did you do that and he showed me these massive big brown balls of hourse feed, he lobbed in, i never saw him again and spent 20 years trying to find what it was, but it was brown and rich smelling and yeasty,

As Neil says, Vitalin.
I save most of my breadcrusts, grind them down and add them into my groundbait.
Chicken corn, soak and boil. Layers Mash can be added.

To heck with buying carp orientated groundbait!

Sacks of maize is the obvious one and plenty of it too. Move onto adding hemp, pellets and boilies when money permits, the longer you do it etc you know about that.

with the season closed, I'm sure all of us are looking to pre-bait some secretive spots in the hopes of catching them all illusive river carp.. wanted to see if anyone had any other tips for cheap ground bait? Corn is an obvious one, hemp and chickpeas are always a winner but wanted to see if anyone had any other ideas of what you could use as a cheaper alternative to shop brought... any tips would be really appreciated landing a river carp is at the top of my to catch list this year...
