If bobbin returns to where it was, its most probably a liner. As for recasting, depends on stock and how hard the water is, solid bags go in like a bomb which on some lakes kills your chance but on others rings the dinner bell, sort of speak.
Few factors to consider there. Personally I wouldn't fish a solid bag super tight, having tight line literally 3 inch from the hook bait doesn't appeal to me.

I dont fish solid bags that often, but you will not have line off the deck 3inches from the hook on tight lines, unless your fishing literally at your feet......
This has been done to death but at anything over 30-40 yards the line will be literally on the lake bed for a good few yards using trigonometry and the fact line will also sag / bow and not be a perfectly straight as you think....

Didn't say off the deck did I? I simply said tight line, I don't want them coming into contact with a tight line, even if it is hard on the deck.

What rig / rig length / lead size are you using . . .?

Don't think there is a right / wrong answer to this question. Stock and your knowledge of the venue are more important, I fish a lightly stocked lake, unknown stock really up to 40 fish we think ( 10 per acre max ) and i use bags to get presented bait onto light silk weed as an alternative set up to chod rigs and helicopters. I cast em out and leave em 3/4 hrs easily if not overnight.
