So if you are fishing small lakes with mainly silty bottoms with solid bags on flouro line is there any point in using a leader or tubing?

Not completely sure the gist of the question, but here goes - apologies if I've got the wrong end of the stick.

If the rules say to use it then I guess that kind of trumps anything.

That being said, yes, the general consensus is rig-tubing reduces the risk of damage to a fish. Same, to some extent goes for leaders like the safe zone ones - but there's also plenty of waters than ban all leaders to avoid tethered fish - at least to a leader of some kind - no getting away from still being attached to a rig/mainline, although again, many waters will stipulate barbless to reduce the risk of tethering - but then there's the counter argument of barbless leading to more damage with more pressure being put on them on a take or bullying them if they get weeded up, and also barbless coming out in the net and damaging the fish in the net.

It's a personal thing, but for me, the waters rules trump everything, and if its left to me, then barbless and a length of tungsten impregnated rig tubing would be my preference for lead clips, PVA bags and for heli's

Not sure if you were talking about leaders in general, or shock-leaders for casting. But no - no need for a shock leader on a small water although some might use a lead core shock leader and use it to really pin down the business end so to speak.

My club has only banned lead core.
My question was more of a will i catch more fish by not using either or will it not make any difference. Im using tungsten tubing for the solid bags but wondered if by eliminating the tungsten tubing and looping bags direct to mainline i would gain any advantage.

No, I don't see why mainline would give an advantage. The opposite in fact as tungsten tubing should be pinned to the bottom and out of the way.

If the lake rules say use tubing then obviously use some, or the more expensive type of weighted leader like a Korda 1m version.
As for fish damage, myself and friends always used to use tubing until the rules didn't dictate so, I use just the mainline almost exclusively now and never see any signs of fish damage and it also doesn't appear to affect a catch rate.

You don't use tubing when floater fishing; so if the rules don't dictate then naked should be fine
