Would you feel confident fishing a solid bag in 25 foot of water im worried the bag could melt before it hits the bottom ,i know fox do a slow melt bag and i could double up bags and add some oil in the bag do you think this would be ok thanks
Double up the bags if possible or brush pva friendly liquids on the bag to slow down the breakdown process

Double bagging + oil will see it to the bottom no issues imo.

As others have said just double bag, then you know you are safe and you don't require different bags for different situations.

Double bag and some hemp oil mate
When double bagging do you use the next size up bag

Personally I just use the same size, assuming you don't overfill and stretch the 1st bag it will with a bit of a wiggle slip into to empty bag of the same size.

Double the bags up before filling, save the messing about. Just make sure you get the corners of the inner one fully into the corner of the outer bag

Just done a few test with bags at my lake on breakdown times all bags were dipped in hemp oil before being put in the lake edge in 8 inches of water so a fox slow melt double bagged broke down in 35 seconds. A single slow melt korda broke down in 13 seconds and a double korda slow melt broke down in 55 seconds. Obviously times will vary on water temperatures and maybe depth
