The water resistance is enough to push a rig with a bottom bait towards the top bead when travelling through the water. As you eluded to the heavier the bottom bait the less effective.
The weight of the lead will generally be at least double of a rig and bait, hence if the top bead is high the rig will travel up the leader. I've cast rigs in to a lake and gone out in a boat and seen it (using a 3.5 oz lead and 15mm bottom baits on a blow back rig). Interestingly i have also done the same with a bait boat that had a winch camera on it and it still moved back to the bead, although it was only about 4" up the leader.
